1.0 Road Improvement Component Overview |
This component will support the development of three major transport corridors by
widening and strengthening o f about 461 km State Highways (SH). The road corridors
and links were identified through the Strategic Options Study, which determined
their priority among all the state highways, and were subjected to economic analysis
to establish their economic viability.
The three corridors serve 10 districts, improve
transport connectivity to current and planned industrial and mining areas and tourist
locations, connect major National Highways and ports in Orissa and neighboring Andhra
Pradesh, and enhance the availability of transport services to poor and tribal communities
living along the comdors.
The current roads are mostly of single lane standard (3.5
meter), with some intermediate lane (5.5 meter) sections, and will be widened to
double-lane (7 meters), and will have 2.5 meter shoulders on each side for a total
road width o f 12 meters, except in some environmentally sensitive areas and heavily
built up locations, which will be designed and developed to minimize
environment
and social impacts.
The list o f roads to be taken up under the project is listed
in Table 1 below. In addition, the project will finance the cost o f repairing a
high-level bridge on the Bansadhara River, which was damaged during the August 2007
floods. The bridge (150 meter span) is located on one o f the project corridors
(Berhampur-Bangi Jn-Rayagada ) and will be reconstructed along with works for river
training, embankment and approach roads. |

The Government of Orissa have taken up the following activities as pre-investment
studies for the proposed project.

In this component the Government will borrow directly from the World Bank for the
cost of the Project. The list of the road packages identified by the Government
for improvement are as follows. |

Brief Description of Project Roads |
| |
|
Bhwanipatna to Khariar is of length
68 kms and is located in Kalahandi,Nuapada and Bolangir districts of Orissa. It
starts from Km 2/0( near Bhawanipatna) and
ends at Km 70/0(near Khariar) . The sub-project is a section of SH-16 and
is an important route connecting to NH-201 and NH-217. The existing road carriageway
is of single/intermediate lane, with the road badly damaged on some portions like
bridge approaches 8/600,10/537,20/979,27/650,27/949,28/928,29/239
due to overtopping
of flood water of
Tel River
in last monsoon. The bridges at locations 54/791 and 58/760 are under re-alignment.
The road traverses mostly through plain and rolling terrain and have mostly flat
gradient and good geometry. |

Bhadrak to Chandabali (Km 0/0 to Km 45/0
of SH-9) and Bhadrak to Anandapur (Km 0/0 to Km 50/0 of SH-53) are located in Bhadrak
and Keonjhar districts. The road stretch Bhadrak.-Chandabali starts at Bhadrak (0/0)
and ends at Chandabali (45/0). Bhadrak-Anandapur stretch starts form Kolkata-Chennai
4-lane highway (NH-5) at chainage 155/0.The Chandbali-Bhdrak-Anandapur stretch
traverses through plain terrain and has mostly flat gradients with good geometry.
The existing road carriageway is of single/intermediate lane,with the road badly
damaged in many locations especially at Nalagandha,Ghusura causeway portion (Km
36/005) in Bhadrak-Chandbali stretch. |

Berhampur to Taptapani road (Km 0/0
to Km 41/0 of SH-17) is of length 41 kms and is located in Ganjam district. This
stretch of road takes off form NH-217 at 18th Km near Berhampur. The
road traverses mostly through plains and has mostly flat gradients with good geometry.The existing carriageway width (7m is of single/intermediate lane. Major re-alignment
of the road section is proposed at Km 6/800 (R/S) to avoid sharp consecutive horizontal
curves. There are total 10 no.s of existing bridges, one of this is major and remaining
9 are minor bridges. Out of 9 minor bridges two at Km 11/270 and 29/500 are to be
reconstructed and the remaining seven are to be rehabilitated. Berhampur to Taptapani
section caters the needs of nearest town Digapahandi and it is also an important
road junction.

Interim Arrangements
One independent Executive Engineer of OWD has been designated as “Resident Engineer” for this package to administer the Contract as “Engineer”. Theme Engineering Services Private Limited was hired for assisting the Engineer in Construction Supervision. This interim arrangement shall continue till a regular Supervision Consultant is hired through Bank Procurement process.

3.0 Construction Supervision Consultancy for Balance Works(Year-1)
- Expression of Interest was issued in CE’s No. 41098 Dt. 21.09.2010.
- Till last date of submission, 22 Firms submitted their proposal, which are under scrutiny for shortlisting.
- Draft Request for Proposal and Terms of Reference for this assignment along with the Cost Estimate was submitted to the World Bank for their review and comments. World Bank in its Email Dt. 1st Nov 2010 has forwarded its comments for incorporation and submission to Bank along with the shortlist for their clearance.
